1. What "Ungated" Actually Means
Amazon splits its catalog into gated and ungated categories. Ungated products anyone can list. Gated categories require you to apply, submit documents, and get explicit approval before you can sell a single unit.
Toys is one of the most valuable gated categories on the platform. It locks out most casual sellers, which means less competition and cleaner margins for people who go through the process.
If you're running online arbitrage, getting into Toys is not optional. It's one of the highest-velocity categories during Q4, and sellers who skip ungating leave serious money on the table every November and December.
2. Why Amazon Gates the Toys Category at All
Kids are the end users. Counterfeit or unsafe toys carry real liability, so Amazon wants proof you're sourcing from legitimate suppliers before you can list anything in the category.
Amazon also tightens the Toys category requirements between November 1 and December 31. You need to be approved before that window opens, not during it. Sellers who start the process in October are already too late.
The good news: the barrier is document-based, not skill-based. You don't need sales history. You don't need a brand account. You just need the right paperwork submitted the right way.
3. The Exact Documents Amazon Wants
Get these ready before you touch the application form. Amazon is specific about what qualifies and what doesn't.
- Invoice from a manufacturer or authorized distributor (not a retail receipt, not a digital order confirmation from Target)
- Minimum 10 units per item on the invoice
- Invoice dated within 90 days of your application date
- Your business name and address matching what's on your Amazon seller account
- Supplier's name, address, and phone number visible on the document
The invoice must show actual physical product purchased from a distributor or manufacturer. A Walmart receipt doesn't count. A Target clearance haul doesn't count. A wholesale distributor invoice does.

4. Where to Get a Qualifying Invoice
This is where most people stall. They don't know where to buy 10 units of a toy at wholesale prices without already having distributor relationships set up. Here's where to start:
- Faire.com: Wholesale marketplace with a wide range of toy brands. Low order minimums. Easy to register as a business buyer. Invoices are clean and formatted correctly.
- Direct manufacturer distributors: Call the brand's main number and ask for their authorized distributor list. Takes more effort but gives you the cleanest invoice possible.
- Regional wholesale distributors: Companies like Gem International or similar local distributors. Search "[toy brand] authorized distributor" and start making calls.
- BULQ or via.delivery: Liquidation platforms. Not ideal, but some invoices from these qualify if the format is correct.
You don't need to buy a full pallet. You need 10 units with a legitimate wholesale invoice. Budget $50 to $200, buy the minimum, get the paperwork, and submit. After approval, list those units and recoup the cost.
5. The Multi-Gate Trick: Ungate the Category and Brands at the Same Time
Most people apply for Toys category approval and stop there. That's a mistake. You can stack multiple approvals from one application cycle.

Here's how it works. When you submit your Toys category application, you apply simultaneously for individual brand approvals within that category. If your invoice shows products from LEGO, Hasbro, or Mattel, you submit that same invoice for both the category gate and the brand gate at the same time.
One invoice. Multiple approvals. Stack these strategically and one application cycle can get you into the Toys category plus three or four brands you actually want to sell.
This is the biggest efficiency gain in the ungating process. Never apply for the category in isolation.
6. Step-by-Step: How to Submit Your Application
Log into Seller Central and follow this path exactly:
- Go to Catalog, then Add a Product
- Search for a product in the Toys category using a specific ASIN you want to sell
- Click Listing limitations apply next to that product
- Click Request Approval
- Upload your invoice and any additional documents Amazon prompts you for
- Submit and wait for the decision
Amazon typically responds within 1 to 3 business days. Sometimes faster. Sometimes they ask for clarification or a second document. Respond to any follow-up within 24 hours.
For brand-level approvals, repeat the same process but search for a specific brand's ASIN. If your invoice includes that brand's products, use the same document.
Keep copies of every invoice you submit. If Amazon asks follow-up questions, you need the same documentation ready immediately.
7. What to Do If Amazon Rejects Your Application
Rejection is not a permanent no. It almost always means something on the invoice didn't meet the stated requirements.
The most common rejection reasons:
- Invoice came from a retailer, not a distributor or manufacturer
- Fewer than 10 units per line item on the invoice
- Invoice is older than 90 days
- Business name on invoice doesn't match your Amazon account name exactly
- Supplier contact info is missing, incomplete, or unverifiable
Identify the specific issue, fix it, and resubmit. You can reapply as many times as needed. If you genuinely can't figure out what's wrong, open a Seller Central support case and ask them to specify which document requirement you're failing.
Most sellers who fail at ungating quit after the first rejection. The ones who stay in it get approved and make money in Q4 while everyone else watches from the sidelines.
8. Timing Your Application Around Q4
Amazon tightens Toys selling requirements starting November 1 every year. To sell during the holiday season, you need category approval before that date, not after it.
Target: submit your application no later than September 15. That gives you time to handle rejections, gather additional documentation if needed, and be fully approved before Q4 gates tighten.
If you're reading this in July, you're ahead of the curve. Start now. Get your invoice this week. Submit by end of month. Don't wait until October when every other seller is scrambling for the same approvals.

Not every toy brand is gated. Some you can list right now. Focus your ungating effort on the brands with the most volume and the least competition from ungated sellers.
High-priority brands to ungate:
- LEGO: Consistently top-selling toy brand on Amazon. High average selling prices. Strong demand year-round, not just Q4.
- Hasbro: Covers a massive range of products: board games, Nerf, action figures, My Little Pony. One approval covers a lot of sourcing ground.
- Mattel: Barbie, Hot Wheels, Fisher-Price. Broad product lines with consistent margins and predictable demand.
- Funko: Pop figures move fast and have transparent pricing on Amazon. Clean OA sourcing targets.
- Spin Master: Paw Patrol, Kinetic Sand. Popular with parents of younger kids and restocks frequently at retail.
Pick two or three that match products you can actually source from a distributor, and apply for those brands at the same time as the category. Don't apply for brands you have no viable supply chain for.
10. What It Actually Costs to Get Ungated
The application itself is free. Amazon charges nothing to review your paperwork. The only real cost is the invoice purchase.
To get a qualifying invoice, you need to buy at least 10 units of a product from a wholesale source. Depending on the item, that's $30 (cheap kids' toys at $3/unit wholesale) to $300 (name-brand items at $30/unit).
Target the lowest-cost products that still qualify. Buy 10 units of a $5 toy from a legitimate distributor. Get the invoice. Submit. After you're approved, list those units on Amazon and recoup the cost.
Budget $50 to $150 for your first ungating purchase. That's the real entry price. Everything else is paperwork and a 1 to 3 day wait.
11. How Toys Fits Into a Full OA Operation
Getting ungated in Toys doesn't mean you pivot your whole business there. It means you add the category to your sourcing rotation and hit it when the leads are right.
The way I run it: Toys is a Q4 heavy hitter. I source it aggressively from August through November, then ease off and work other categories the rest of the year. That's how a real OA business operates: category rotation based on seasonality and margin, not loyalty to one niche.
