1. What Amazon Counts as a Bundle

Amazon's product bundling policy defines a bundle as two or more complementary products that give the customer price or convenience value. The primary product is the item with the highest regular price. Every other item has to make the primary product more useful.

Multi-packs sit outside this policy. Amazon says two or more identical products make a multi-pack, and the bundle rules don't cover them.

Every product in a bundle has to be allowed for sale on Amazon and sit in the same condition, so no mixing new and used. You brand and categorize the bundle by its primary product, and the price has to follow Amazon's fair pricing policy.

2. Hard Kit Bundles: Manufacturer Packaging Only

A hard kit is a bundle packaged together as one product, with its own UPC or EAN or a GTIN exemption for the primary product's brand. Amazon allows hard kits only when the original manufacturer or brand packaged them, with a few exceptions covered below.

Amazon's own example: a Dawn dish spray and refills set that Dawn packaged and gave its own barcode is fine. A Dawn spray and refills you shrink-wrapped yourself breaks the policy. That rule changes how online arbitrage sellers can use bundles.

Hard kits come with three strings attached. Customers return them as a single unit, the referral fee for the primary product's category applies to every item in the kit, and you can't swap components after you create the listing.

3. The Three Exceptions to the Hard Kit Rule

Amazon lists three cases where a hard kit doesn't need manufacturer packaging:

  • Gift baskets: a curated set, often from several brands, packed in one container designed for gifting. It has to sit in a gifting browse node, and the detail page has to state the gifting intent. Gift baskets don't need a primary product.
  • Cameras: a camera plus compatible accessories, listed under a camera product type.
  • Any other category, with paperwork: a letter of authorization from the brand or manufacturer of every product in the bundle, giving you permission to repackage their products together with the other brands.

In all three cases you still have to be qualified to sell every item in the bundle. Gift baskets are the exception most arbitrage sellers can use, and they fit Q4. The gift sets guide covers the seasonal side.

4. Virtual Bundles: Built Inside Seller Central

A virtual bundle isn't packaged together and doesn't carry its own barcode. Any seller qualified to sell each product in it can list one, so you don't need the brand to build it. Amazon uses the same Dawn spray and refills as the example of a valid virtual bundle.

You build them in the Virtual Bundles tool. Add the primary product, add the complementary products, fill in the bundle details and publish. Each product has to exist as its own listing first.

The help page flags two limits. The option may not be available for your store, brand or fulfillment channel combination, and you can't create or edit virtual bundles with product spreadsheets or APIs.

5. Listing Rules Every Bundle Has to Follow

These four rules apply to hard kits and virtual bundles alike:

  • The title includes the word "Bundle" and follows the standard title requirements
  • The description states the product is a bundle and names every item in it
  • The first bullet says the product is a bundle of X items and identifies them
  • The main image shows every product in the bundle and nothing that isn't in it

"Amazon is changing a lot of stuff regarding bundles. A lot of the things that a lot of people were doing with bundles was pretty gray."

Amazon Policy Changes: Protect Your Account NOW!

I said that in late 2024. Read the current policy and the gray area is gone: a hard kit you packaged yourself needs a letter from every brand in it.

6. Why Homemade Bundles Stopped Paying for Arbitrage

The old play went like this. Buy two cheap items at a retailer, package them together, create a new ASIN, and sell with zero competition on the listing.

Under the current policy, that's a self-packaged hard kit. Unless it qualifies as a gift basket or a camera kit, you need a letter of authorization from every brand in the box. Most resellers can't get that letter from a big consumer brand.

"It's going to be a risk for every brand. And the reason why you want to avoid that, by the way, is because when you get IP complaints, it can lead you to get your account suspended, right? It's a headache, right?"

A listing you created carries your name. If a brand objects to your bundle, you answer for it. The hijacker guide shows how brands police listings from the other side.

7. Bundle Plays That Still Work

You have four clean options:

  • Manufacturer-packaged sets on existing ASINs: holiday gift sets, starter kits and value packs the brand packed. You source them like any other OA product.
  • Gift baskets: in a gifting browse node, with gifting intent on the page, and only with items you're qualified to sell.
  • Virtual bundles: when the tool is available for your account and you can sell each item.
  • Bundles with letters of authorization: this means a direct brand relationship, which is wholesale territory.

Manufacturer sets are the easiest win, and competitor storefronts are a good place to spot them. Arbitrage Stalker's storefront monitoring (a tool I built) alerts you when a seller you track adds a new ASIN.

8. Bundles Don't Get You Around Gating

Both bundle types require you to be qualified to sell each item in them. A bundle with a gated grocery item inside is gated for you, too.

Sort out approvals first, then build. Start with the ungating guide, and if the bundle includes food, read how to get ungated in grocery.

Brand restrictions work the same way. If you can't list the primary product alone, you can't list it in a bundle.

9. Prepping a Bundle for FBA

Amazon's product packaging requirements say units sold as a set must carry a label that tells the warehouse to receive and sell them as one unit: "Sold as set," "Ready to ship," or "This is a set. Do not separate." The units also need sealing so nobody can split them apart.

Each item meets its own prep rule. Amazon's example is a shampoo and conditioner set: both bottles meet the liquid prep rules, and the set gets the sold-as-set label.

Amazon stopped US FBA prep and item labeling on January 1, 2026, so you or your prep center does all of this. Unless you're the Brand Representative, the bundle gets an FNSKU. See how to print FNSKU labels and how to choose a prep center.

10. Run the Profit Math Before You Buy

A manufacturer bundle is one sellable unit. You pay one fulfillment fee on one heavier unit, and the referral fee follows the primary product's category.

Weight is the trap. A heavier kit can jump to a bigger size tier. In 2026, non-peak fulfillment fees for items priced $10 to $50 run $3.32 to $3.96 for small standard and start at $3.73 for large standard, plus a 3.5% fuel and logistics surcharge since April 17, 2026. Get the real dimensions before you trust a number.

Run every bundle through the FBA calculator and hold it to your usual floor. The OA ROI minimum guide covers where to set it.

11. Mistakes That Get Bundle Listings Pulled

  • A title without the word "Bundle"
  • A main image that shows an item the customer won't receive
  • Mixing a new item with a used one
  • A self-packaged hard kit with no letters of authorization
  • A bundle with an item you aren't approved to sell
  • A set that arrives at the warehouse without a sold-as-set label

Each of these is fixable before you ship. After a listing gets pulled, you're stuck with inventory you can't sell as listed. For the bigger list of account killers, read FBA mistakes to avoid.
