1. What Amazon Hazmat Review Actually Is
Amazon flags certain products before they can enter FBA warehouses. Products containing flammable liquids, compressed gases, lithium batteries, or other regulated materials go through a Dangerous Goods Review. Sellers call it "hazmat review."
A hazmat flag is a documentation gate. Amazon needs proof the product meets its storage and transport safety requirements before it enters a fulfillment center.
Perfumes, colognes, body sprays, and aerosol gift sets almost always trigger this review automatically. Amazon's system identifies them at the ASIN level the moment you create an inbound shipment. The listing sits in a pending state until you clear it.
Source beauty gift sets for online arbitrage on Amazon and you will hit hazmat flags constantly heading into Q4. Most sellers walk away. That removes most of your competition.
2. Why Perfume and Aerosol Gift Sets Get Flagged Every Time
Fragrance products contain alcohol. Most perfumes and colognes sit between 70% and 95% ethanol by volume. Ethanol has a flash point of 13 degrees Celsius, placing it in the Class 3 flammable liquid category under UN GHS standards. Amazon uses that classification to determine warehouse storage requirements.
Aerosols add a second layer. Pressurized cans contain propellants, typically flammable gases or compressed air. Any aerosol in a gift set, including deodorant sprays, body mists, and dry shampoos, triggers a separate hazmat flag for the pressurized component.
A holiday gift set with one 100ml perfume bottle and one deodorant spray can trigger two separate hazmat flags on the same ASIN. Most sellers close the tab at that point, which keeps the margin concentrated among the sellers who push through.
I source through these every Q4. Most sellers stop because they don't know what to submit next.
3. Regulated vs. Prohibited: The First Thing You Check
Amazon splits hazmat products into two buckets. Know which one applies before you chase any documentation.
Regulated products can ship to FBA with proper documentation. Most retail perfumes, colognes, aerosol deodorants, and body sprays fall here. You submit the right documents, clear the review, and ship normally.
Prohibited products cannot enter Amazon FBA warehouses at any quantity. This includes certain compressed gases, industrial solvents, and some flammable solids. No amount of documentation gets a prohibited product through.
Standard retail beauty gift sets from brands sold at Target, Walmart, or Ulta are almost always regulated. To verify any specific ASIN, go to Manage Dangerous Goods in Seller Central, enter the ASIN, and Amazon shows you its current classification and what documentation it needs.
4. The SDS Sheet: What It Is and Where to Get One
An SDS is a Safety Data Sheet. Manufacturers of hazardous chemical products must create one by law. The SDS documents the chemical composition, flash point, UN number, transport classification, and safe handling information.
For a standard perfume, the SDS lists the flash point of the alcohol base, the fragrance compounds, and the UN 1266 number, which is the standard UN designation for perfumery products. This is what Amazon's dangerous goods team reads to classify your product.
You don't write the SDS yourself. The brand produces it. Three places to find it:
- Search "[brand name] SDS" or "[brand name] safety data sheet" on Google. Most major cosmetics brands post these in a compliance or regulatory section of their corporate website.
- Email the brand directly. Use your business email, identify yourself as an Amazon seller, and request the SDS for the specific UPC. Most brands respond in 24-48 hours.
- Ask your prep center. If you use a beauty-specialized prep center for your inventory, they often keep SDS files on hand for common brands. Check there before chasing the manufacturer.
One rule Amazon enforces without exception: the SDS must be dated within the last five years. Amazon rejects more submissions for outdated safety sheets than anything else.
5. How to Submit Your SDS Through Seller Central
Log into Seller Central. Go to Inventory, then Manage FBA Inventory. Find the flagged ASIN. The listing shows a Classification Status link or a hazmat warning banner. Click it to open the Dangerous Goods Review page for that ASIN.
Amazon shows you what documentation it is requesting. For a perfume or aerosol gift set, this is almost always the SDS. Upload the file as a PDF. Make sure the file is clear and readable. A blurry photo, a password-protected PDF, or a scanned image with cropped text will delay the review.
After submission, you wait. Standard review time is 3 to 5 business days. Amazon sends an email notification when the review completes. The ASIN status updates in Seller Central automatically.
During the review window, you cannot send that ASIN to FBA. Plan your sourcing timeline around it. For Q4 gift sets, get SDS submissions done in September, not October. The queue backs up once the holiday rush starts.
6. What Happens During Review and What to Do If Rejected
Amazon's dangerous goods team checks your SDS against their internal classification rules. They look at flash point, UN number, and transport category. If everything checks out, the ASIN clears and you can create inbound shipments.
Amazon sends a "need more information" notice when the SDS is incomplete or the file is too blurry to read. Go back to the manufacturer and request a more detailed or updated version.
A full rejection is less common for standard retail beauty products but it happens. When it does, work through this checklist:
- Check the SDS date. If it is older than five years, request a current version from the manufacturer.
- Confirm the SDS matches the exact UPC you submitted. Some brands have multiple formulas under the same product name. A mismatched SDS causes the second most rejections.
- Read the rejection reason. Amazon misclassifies products sometimes. If you think the rejection is wrong, open a Seller Support case, attach the SDS, and request manual review by the dangerous goods team.
Don't assume a rejection means the product is prohibited. Most rejections on fragrance and aerosol products come down to better or updated documentation.
7. Perfume Gift Sets: The Specific Numbers That Determine Your Outcome
Flash point is the most important number on your SDS. Flash point above 60 degrees Celsius means lower hazard classification, faster review, and lower hazmat storage surcharges inside Amazon warehouses. Flash point below 23 degrees Celsius means higher hazard classification and more scrutiny.
Standard retail perfumes and colognes almost always clear the 60-degree threshold. Fragrances from Calvin Klein, Versace, Hugo Boss, and Victoria's Secret have flash points in the 65-80 degree Celsius range. These are routine reviews that Amazon processes without issue.
Total volume affects both fees and transport classification. Gift sets with total flammable liquid volume under 500ml clear faster than larger-volume sets. A 3-piece set with a 100ml fragrance bottle, a body lotion, and a body wash moves through review faster than a single 500ml bottle.
Before you source a new gift set ASIN, check whether another seller already cleared the hazmat classification on it and whether anyone has sold it as a bundle on Amazon before. Cleared ASINs need no documentation work from you.
8. Aerosol-Specific Rules You Need to Know
Amazon classifies aerosols separately from liquid fragrances. The team looks at vapor pressure and flammability class. Deodorant aerosols fall under Class 2.1 (flammable gas) or Class 9 (miscellaneous dangerous goods), depending on propellant concentration and alcohol content.
Deodorant body sprays and body mists clear faster than hairsprays and dry shampoos. Hairsprays have higher vapor pressure, more complex propellant chemistry, and denser SDS documentation. If you're new to aerosol gift sets, start with deodorant and body spray formats while you learn the process.
Weight is a secondary factor. Amazon scrutinizes sets over 1kg for transport classification at submission. Under 1kg is the safer starting point while you build your hazmat approval roster.
One practical approach: buy a single unit of a new aerosol gift set before committing to a full buy. Clear the hazmat review on the test unit, then go back for your full quantity once you have confirmed status on the ASIN.
9. Why Hazmat Products Are Worth the Hassle
"Does Amazon FBA really work or is it just another scam? To be honest it's a little bit of both okay and to answer the question yes Amazon FBA really works." Chris Mangunza, Does Amazon FBA Work? (Apr 2024)
Amazon FBA works. The part that separates people who make real money from people who quit is the willingness to do what other sellers skip. Hazmat review is one of those friction points. Eighty percent of sellers see the flag and close the tab. Fewer competitors on the listing means a more stable buy box and less price pressure.
Perfume gift sets in Q4 land $20-$50 net per unit after FBA fees. A gift set that costs $22 at retail, sells for $58 on Amazon, puts $16-$20 net in your pocket after FBA fees and the hazmat storage surcharge. Buy 50 units once the ASIN clears and that is $800-$1,000 profit from one sourcing run.
The buy box on hazmat-flagged ASINs is also more stable. Fewer sellers means less repricing chaos, longer time at the buy box, and less pressure to race to the bottom on price.

"Scaling this business is easy, you just need to spend more money in inventory, that's it. You just need to spend more money in inventory to be able to scale your Amazon FBA business." Chris Mangunza, You Will Never Scale Your Amazon FBA Business (Apr 2024)
Once an ASIN clears hazmat review, it stays cleared. You don't redo the documentation process on every restock. That one-time investment in the SDS and the submission pays you back on every future order of the same product.
Clear five to ten high-margin hazmat ASINs, then restock every time the numbers work. Sellers doing $30,000-$60,000 months in Q4 restock proven, pre-cleared products. They don't hunt for new products every week.
Build a simple spreadsheet to track your cleared hazmat ASINs. Columns: ASIN, brand, product name, SDS date, submission date, cleared date, and restock notes. By your second Q4, you will have a roster of pre-cleared products ready to ship with no review delay.

11. Q4 Timing: Submit SDS Docs in September or Miss the Window
Amazon's hazmat review queue backs up in October and November. Sellers who wait until November to submit documentation for holiday gift sets miss the window. The standard 3-5 business day review stretches to 10-15 days during peak season, assuming no rejection cycles.
If you are targeting perfume and aerosol gift sets for Black Friday and the December rush, source test units in August and get SDS submissions in by mid-September. That gives you cleared status with weeks of buffer before inventory crunch hits.
Also account for Q4 inbound shipping timelines. Even with a cleared ASIN, you still need to get inventory to a fulfillment center before Amazon's Q4 inbound cutoff dates. Clear the hazmat review first, then plan your shipping schedule around the cleared status date.
Sellers who win Q4 cleared hazmat ASINs in September, restocked in October, and watched the buy box in November while everyone else chased documentation.
